Norms For Rationalization:
1). The Headmaster of Primary Schools posts to the Primary Schools having strength of 151 and above may be provided. The LFL HM posts having strength of 150 and below may be adjusted against the SGT posts in the Schools.

2). Posting on rationalization is subject to posts sanctioned for the school as per the above mentioned staff pattern.
హేతుబద్ధీకరణపై పోస్ట్ చేయడం పైన పేర్కొన్న సిబ్బంది నమూనా ప్రకారం పాఠశాలకు మంజూరు చేయబడిన పోస్టులకు లోబడి ఉంటుంది.
3). In view of the large number of vacancies in SGT Category, only 1 SGT is proposed in O -19 enrollment slab so as to prevent closure of Schools for want of staff. Further, is is to be ensured that at lease one regular Teacher is posted in every School.

Annexure-II Upper Primary School (I to VII/VIII Classes) Staff Pattern :
1). For I to V Classes of an Upper Primary School, same staff pattern as stated in Annexure-I (for a primary school) is to be followed. However, the post of Head Master of Primary School. if sanctioned already, shall be shifted to the needy Primary School when the school is upgraded into an Upper Primary School.

Norms for Shifting of Surplus Posts/Persons due to Rationalization:
If the sanctioned posts of teachers are more than the above norms the posts shall be shifted as follows:
మంజూరు చేసిన ఉపాధ్యాయుల పోస్టులు పైన పేర్కొన్న నిబంధనల కంటే ఎక్కువగా ఉంటే, ఈ క్రింది విధంగా పోస్టులు మార్చబడతాయి
A). The secondary Grade teacher posts in Primary/Primary Sections of Upper Primary Schools shall be shifted to other needy Primary/Upper Primary Schools within the same management.
ప్రాథమికోన్నత పాఠశాలల్లోని ప్రాథమిక/ప్రాథమిక విభాగాలలోని సెకండరీ గ్రేడ్ టీచర్ పోస్టులను అదే నిర్వహణలోని ఇతర అవసరమైన ప్రాథమిక/ప్రాథమికోన్నత పాఠశాలలకు మార్చాలి.
B). Other than the Posts of Secondary Grade Teachers shall be shifted to the needy High Sshools/Upper Primary Schools in the same management according to subject need asper staffing pattern given according to enrolment slabs (desacribing orders).
సెకండరీ గ్రేడ్ టీచర్ల పోస్టులు కాకుండా ఇతర హైస్కూల్స్/అప్పర్ ప్రైమరీ స్కూల్స్‌కి అదే మేనేజ్‌మెంట్‌లో అదే మేనేజ్‌మెంట్‌లో సబ్జెక్ట్ అవసరం ప్రకారం ఎన్‌రోల్‌మెంట్ స్లాబ్‌ల ప్రకారం (ఆర్డర్‌లను వివరిస్తూ) ఇవ్వాలి.
C). English Medium Parallel sections in the High Schools with enrolment upto 50 shall be identified and the students should me admitted in English Medium sections of the nearby School. The sections where such students are adjusted shall be continued provided strength is more than 50. If, even after adjustments, the strength in the parallel section is less than 50, those sections in the schools shall not be continued. While adjusting the students, as far as possible, students may be shifted to nearby Schools where there are more number of students and their is sufficient accommodation. While assessing surplus posts of such Schools where sections are closed and students are adjusted in the neighboring schools, the posts which were sanctioned for the parallel. English Medium sections become surplus and surplus staff shall be shifted to the needy Schools under the same Management.

1). U-DISE (2019-20) ఆధారంగా పాఠశాల విద్యార్థుల సంఖ్య & ఉపాధ్యాయుల నిష్పత్తి నిర్ధారణ. తదనుగుణంగా మిగులు పోస్టులు, అవసరమగు టీచర్ పోస్టుల నిర్దారణ.
సాధారణ బదిలీ కౌన్సెలింగ్ మార్గదర్శకాల ప్రకారం ఉపాధ్యాయుల సర్దుబాటు.
2). U-DISE 20-21 ఆధారంగా పోస్టుల హేతుబద్దీకరణని సక్రమంగా నిర్వహించడానికి జిల్లా స్థాయిలో కలెక్టర్ ఛైర్మన్ గా, డీఈవో సెక్రటరీ గా ఏర్పాటు కానున్న కమిటీ.
3). డీఈవో పోస్టుల హేతుబద్దీకరణ ఉత్తర్వుల్లో ఏవైనా సమస్యలుంటే, DSE Hyd కు అప్పీలు అవకాశం. 4). ఈ అప్పీలు అవకాశం కేవలం ఉత్తర్వులు అందుకున్న 10 రోజుల లోపు మాత్రమే .
5). ఈ హేతుబద్దీకరణలో ఏదేని పోస్ట్ సృష్టి గాని, రద్దు గాని జరగకుండా చర్యలు.
6). ప్రతి పాఠశాలలో కనీసం ఒక ఉపాధ్యాయుడు ఉండాలనే నిబంధన.
7). ఒకే కాంపౌండ్ లో ఉన్న స్కూళ్ల విలీనానికి చర్యలు.
8). హేతుబద్దీకరణ పోస్టులన్నీ యాజమాన్యం వారీగా గుర్తింపు.
9). హేతుబద్దీకరణ బదిలీలో భాగంగా పాఠశాలలో *సీనియారిటీ ఇన్ సర్వీస్ ఆధారంగా జూనియర్* అయిన ఉపాధ్యాయుడు మిగులు ఉపాధ్యాయులుగా పరిగణింపబడతారు. ఒకవేళ సీనియర్ ఉపాధ్యాయులు సుముఖత వ్యక్తం చేస్తే.. అవకాశం వారికి ఇవ్వబడుతుంది.
త్వరలోనే Director of School Education హేతుబద్దీకరణకి సంబంధించి ఉత్తర్వులు జారీ చేస్తారు.
