*11.24 లక్షల మంది విద్యార్థులకు తర్ఫీదు*
*52 వేల మంది టీచర్లకు 3 విడతల్లో శిక్షణ*
*పాఠశాల విద్యలో ప్రాథమిక దశ పునాది. ఈ దశలోని విద్యార్థులు వారి తరగతులకు చెందిన సామర్థ్యా లను సాధించగలిగినప్పుడే నాణ్యమైన విద్య సాకార మవుతుంది. కానీ, కరోనా తదనంతరం వారి సామర్థ్యాలు దిగువస్థాయికి పడిపోయాయి. దీనిని అధిగమించేందుకు పాఠశాల విద్యాశాఖ ‘తొలిమెట్టు’ను అమలుచేయనున్నది.*

*పాఠశాలలు : 23,179*
*విద్యార్థులు : 11,24,563*
*శిక్షణపొందే ఉపాధ్యాయులు : 52,708*
పాఠశాల విద్యలో ప్రాథమిక దశ పునాది వంటిది. ఈ దశలోని విద్యార్థులు వారి వారి తరగతులకు చెందిన సామర్థ్యాలను సాధించగలిగినప్పుడే నాణ్యమైన విద్య సాకారమవుతుంది. కానీ, కరోనా తదనంతర పరిస్థితుల్లో చిన్నారుల్లో సామర్థ్యాలు దిగువస్థాయికి పడిపోయాయి. 75 శాతానికి పైగా చిన్నారులు చదవలేని, రాయలేని పరిస్థితిలో ఉన్నారు. దీనిని అధిగమించేందుకు పాఠశాల విద్యాశాఖ ‘తొలిమెట్టు’ పేరిట ప్రత్యేక కార్యక్రమాన్ని అమలుచేయనున్నది. రాష్ట్రవ్యాప్తంగా ఆగస్టు 15 నుంచి ‘తొలిమెట్టు’ ప్రారంభంకానున్నది. ఈ కార్యక్రమ యాక్షన్‌ప్లాన్‌ను పాఠశాల విద్యాశాఖ అధికారులు సిద్ధం చేశారు. ఈ ఏడాది 23వేల పైచిలుకు బడుల్లో 11.24 లక్షల చిన్నారులు కనీస సామర్థ్యాలను సాధించేలా అధికారులు లక్ష్యంగా పెట్టుకొన్నారు. ఇందులో భాగంగా రాష్ట్రంలోని 52 వేల పైచిలుకు ప్రాథమిక పాఠశాలల్లోని టీచర్లకు మూడు విడతల్లో శిక్షణ ఇస్తారు. ఈ శిక్షణ ఈ నెల 30 నుంచి ప్రారంభంకానున్నది.*

తొలి మెట్టు కార్యక్రమ యాక్షన్‌ప్లాన్‌ను పాఠశాల విద్యాశాఖ అధికారులు సిద్ధం చేశారు. ఈ ఏడాది 23వేల పైచిలుకు బడుల్లో 11.24 లక్షల చిన్నారులు కనీస సామర్థ్యాలను సాధించేలా అధికారులు లక్ష్యంగా పెట్టుకొన్నారు. ఇందులో భాగంగా రాష్ట్రంలోని 52 వేల పైచిలుకు ప్రాథమిక పాఠశాలల్లోని టీచర్లకు మూడు విడతల్లో శిక్షణ ఇస్తారు. ఈ శిక్షణ ఈ నెల 30 నుంచి ప్రారంభంకానున్నది.
ఇవి వస్తే సామర్థ్యాలు సాధించినట్టే..
★ *విద్యార్థులు 1వ తరగతిలో నిమిషానికి 20 పదాలను, 2వతరగతిలో 25 పదాలను, 3వతరగతిలో 30 పదాలను, 4వ తరగతిలో 40 పదాలను, 5వ తరగతిలో 50 పదాలను ధారాళంగా చదవాలి.*
★ *3, 4, 5 తరగతుల్లోని విద్యార్థులు ఇచ్చిన పేరాను/గేయాన్ని/పద్యాన్ని చదివి అర్థం చేసుకోగలగాలి. దీనిని పరీక్షించడానికి 5ప్రశ్నలిస్తే.. వాటిల్లో 4 చేయగలగాలి.*
★ *1వ తరగతి పిల్లలు సరళపదాలు గుణింత పదాలు, 2వ తరగతి వారు ఒత్తులపదాలు, 3 నుంచి 5వ తరగతి పిల్లలు 4 లేదా 5 వాక్యాలతో కూడిన పేరాలను రాయగలగాలి. 5 పదాల్లో కనీసంగా 4 పదాలను తప్పుల్లేకుండా రాయాలి..*
Primary education is like the foundation of schooling. It paves the way for the achievement of educational goals. Students will be able to achieve elementary and higher level skills only when proper foundational linguistic skills are practiced at the elementary level. Unfortunately, quality education in schooling has become ambiguous over the past decade. Students are lagging behind at the primary level in the acquisition of basic competencies and the gap keeps whidening throughout schooling. The 2021 National Achievement results reveal that around 70% of students are at minimum level or below in the language acquisition. It seriously affects the learning of students.
In addition to this, the learning crisis caused by the Corona epidemic for two years from March 2020 has brought many challenges to the school education. Considering these circumstances, Department of School Education has decided to conduct 'Tholimettu/ First Step' program at the primary level in the state of Telangana in partnership with 'Central Square Foundation', a voluntary organization for improving basic linguistic & numeric competencies to achieve class-wise learning outcomes in the academic year 2022-23.

Accordingly, the State Council of Educational Research and Training has prepared model annual, unit / lesson plans and daily period plans for teachers, keeping in view of their work load for classes 1 to 5. Utilizing these, the teachers are expected to make the teaching and learning processes meaningful for their respective classes, and motivate the children to participate actively to make their learning joyful. Teachers can discuss these plans in school complex meetings, conduct demonstration lessons and create new plans as per their need to gain more expertise in their respective subjects. Based on those, teaching and learning processes can be organized objectively in terms of planning in professional capacity development.
