Electronics Corporation of India Limited is looking for dynamic and result oriented personnel for the posts of LOWER DIVISIONAL CLERK (WG-III) at Headquarter in Hyderabad, various Zonal Offices and Project sites spread across India. ELIGILIBILITY

1.AGE: The upper age for UR Candidate is 28 years as on the last date of submission of online application

2. QUALIFICATION & EXPERIENCE

(a) LOWER DIVISIONAL CLERK (WG-III): The applicant should be a Graduate with minimum 50% marks with typewriting speed of 40 wpm and should have a certificate in PC operation.

(b) Age Relaxation shall be allowed up to 40 years for those Contract labours (including fixed term employees) with desirable qualification who have worked/ are working in ECIL. The resultant additional relaxation for SC/ ST/ OBC candidates will also be allowed on this account. These candidates (Contract Labours and Fixed tenure Employees) are required to submit experience certificates detailing duration, area/ field & nature of experience from their respective employer. The decision of ECIL regarding authenticity/genuiness of experience certificates and relevance of experience will be final and binding. Such candidates are required to necessarily possess the desired qualification as mentioned in 2 (a) above and will also have to compete with other eligible candidates in written test/skill test etc.

 EMOLUMENTS & BENEFITS:

a) The selected candidates will be placed at the basic pay of Rs 20480/-PM with annual increment of 3%

b) In addition to emoluments as mentioned above; PF, Gratuity, Medical benefits, Leave will be applicable as per the rules in force from time to time of the corporation.

The candidates belonging to EWS, who are not covered under the reservation for SCs, STs and OBCs shall get reservation as per applicable rules. Reservations for PWD and Ex-Servicemen will be applicable as per Government of India guidelines.

RELAXATIONS & EXEMPTIONS:

a) Age: Upper age limit is relaxable by 5 years for SC/ST and 3 years for OBC candidates. The upper age limit is further relaxable by 10 years for Persons with Disabilities (degree of disability 40% or above) and 5 years for the candidates who had ordinarily been domiciled in the state of Jammu & Kashmir from 01/01/1980 to 31/12/1989. Exservicemen are eligible for age relaxation for the service rendered in Defence plus three years.

b) Qualification: The qualification is relaxed to passed in Graduation with typewriting speed 25 wpm for SC/ST candidates.

MODE OF SELECTION:

a) The selection methodology will comprise two stage selection process i.e Written test and skill test. No interview shall be conducted.

b) The weightage for Written Test & skill test is 50:50 respectively and 60% in overall for selection of candidates.

c) All eligible candidates shall be called for written test however, for skill test candidates shall be called in the ratio of 1:4 based on the performance in written test.

d) Equal Nos of candidates shall be kept in panel and the panel will be valid for a period of 6 Months from the date of its approval.

WRITTEN TEST:

a) The Question Paper will be in English & Hindi only. The Written Test shall be of Objective Multiple Choice Type. Every wrong question will attract 0.25 negative marks.

b) The Answer Sheet will be OMR sheet.

c) The date, time and venue of written test will be intimated by e-mail / SMS. The candidates have to download the Hall Ticket for Written Test from the link provided on our website: http//careers.ecil.co.in. The candidates have to bring their Hall Ticket along with ID-Proof [viz. Aadhar, PAN, Voter-ID, Driving Licence or any of the Government ID proof] for attending written test along with Application Fee receipt if applicable.

CERTIFICATE VERIFICATION PROCESS & SKILL TEST:

a) The date, time and venue of skill test will be intimated by e-mail / SMS. The candidates should download the Hall Ticket for skill test from the link provided on our website: http//careers.ecil.co.in. The eligible candidates will be allowed to attend skill test only after successful verification of certificates. The Certificate Verification will be conducted before the skill test on the same day. Candidates should bring their Hall Ticket along with ID Proof viz. [viz. Aadhar, PAN, Voter-ID, Driving Licence any of the ID proof]. At the time of certificate verification, the following certificates should be produced:

i. On-line registered application form duly signed and with recent colour passport size photo, Hall Ticket

ii. Matriculation / 10th Standard or equivalent certificate indicating the Date of Birth;

iii. Graduation Mark sheet/Degree Certificate;

iv. No Objection Certificate from their establishment in case of Govt., Servants Central / State / PSUs etc.;

v. All original certificates in support of his / her qualification, experience, latest Certificate of caste [SC/ST] & disability (PWD) etc., if applicable any along with a set of photo copies;

vi. Candidates belongs to SC / ST/ OBC / Persons with Disabilities (PwD)/EWS categories shall be mandatorily required to produce original certificates Issued by the Competent Authority, in the format as prescribed by Govt. of India, along with photo copy of the same, at the time of Document Verification. Candidates belonging to OBC (Non Creamy Layer) category only, shall be eligible to apply against OBC category. OBC candidates seeking reservation should submit certificate (not older than 06 months) issued by the Competent Authority in the format prescribed by Govt. India. 

vii. A valid certificate for Persons with Disabilities (PWD); Discharge certificate issued by the Competent Authorities for candidates claiming Ex-serviceman Category.

viii. Relevant certificate, If claiming age relaxation as candidate from J&K. 

GENERAL CONDITIONS:

a) Before applying, candidate should read the complete advertisement carefully and ensure that he / she fulfills eligibility criteria in all respects for post applied for. In case at any stage of the recruitment process, it is found that the information furnished by a candidate is incomplete, incorrect, or not in the format prescribed or has been deliberately suppressed the candidature will be summarily rejected. The candidature would be rejected if found ineligible at any stage.

b) Candidates belonging to General/OBC category (non-creamy layer)/EWS have to pay a non-refundable application fee of Rs. 500/-(Rupees Five Hundred only). c) Graduation Degree/Mark sheet should have been acquired from recognized Indian University / Statutory Authority. Only full-time regular courses shall only be considered for ascertaining eligibility.

d) Only on-line applications shall be accepted.

e) Selected candidates can be posted to any of the locations across India to serve the company.

f) To & fro Sleeper Class railway fare is admissible to the Out-station candidates who attend the Skill test from station mentioned in the address for correspondence given in the application form (within India) to Hyderabad, subject to production of documentary proof. Travel fare Claim will be paid through Transfer/NEFT to individual SB A/c subject to meeting the eligibility. No local travel cost will be reimbursed.

What is the Eligibility Criteria for ECIL Recruitment  ?

AGE: UPPER AGE LIMIT AS ON LAST DATE OF SUBMISSION OF ONLINE APPLICATION (i.e.14.05.2022) SHOULD NOT BE MORE THAN 25 YEARS. 

What is the Qualification for ECIL Recruitment  ?

a) Candidates having dual /combination degree namely Automobile Engg, Mechatronics, Construction Engg. etc., in combination with specified discipline mentioned above are not eligible to apply. These exclusions are only indicative and not exhaustive. No equivalent qualifications shall be accepted.

b) Candidates should have passed qualifying degree examination, as per Para-2. Final Year/Semester students (expecting final and consolidated Mark sheet) are eligible to apply provided they have obtained the requisite percentage as mentioned at Para-2, in aggregate of all semesters/years upto pre-final examination. However, if they are shortlisted for interview, they have to mandatorily produce the Degree -Certificate or consolidated marksheet specifying their final percentage of marks at the time of Document Verification process. In case the final percentage is not available or not meeting the requisite criteria, their candidature will be cancelled and No TA Claim will be paid to such candidates.

c) First Class(minimum 65% ) full time BE/ B Tech from an institute or University Recognized by AICTE or the Govt., of India in the discipline of ECE, Mechanical , CSE.

d) Minimum aggregate percentage of marks in the essential qualification as indicated above shall be aggregate of all semesters to be calculated taking average of all semesters/years, irrespective of the weightage to any particular semester/year by the Institute/University. Aggregate percentage of marks SHALL NOT BE rounded off (for example 64.99 % not to be rounded off as 65%).

e) In case of CGPA/OGPA/Grade is awarded by university, the equivalent percentage shall be derived based on the formula provided by the University for converting the grade to percentage by the candidate. If no formula is prescribed by the University, the equivalence in percentage of marks will be established by multiplying the CGPA/OGPA/Grade by a factor of 10 subject to the condition that the candidate has to submit documentary proof during Document Verification process that the University does not have any formula for conversion of CGPA/OGPA/Grade to percentage.

What are the EMOLUMENTS ?

The selected candidates will undergo training for a period of one year on a consolidated  stipend of Rs.54, 880/- per month. They are also entitled for Provident Fund and leave as per rules in force of the Company. On successful completion of training, they will be absorbed as Engineer in the scale of pay of Rs.40,000-3%-1,40,000/- and will be entitled to other benefits like DA, HRA & Fringe benefits etc.,as per policy in force from time to time. 

BOND: 

The selected candidates shall be required to execute a Surety & Indemnity Bond on nonjudicial stamp paper of Rs.100/- to serve the Company for a period of 4 years (1 year as Trainee + 3 years as Engineer). The amount payable for breach of contract is Rupees Four Lakhs only. 

RESERVATION OF POSTS:

Reservation for SC, ST, OBC [Non-creamy layer], EWS (Economically Weaker Section), PwD categories will be applicable as per the Govt., guidelines from time to time. PwD candidates will be drawn from any of the disciplines. The candidates belonging to EWS, who are not covered under the reservation for SCs, STs and OBCs shall get 10% reservation. Categories -wise reservations are as follows:

METHOD OF SELECTION:

The selection methodology will comprise two stage selection process i.e. – Marks as per GATE 2022 Score and Personal Interview.

a. GATE 2022 Score: Shortlisting of candidates for Personal Interview will be done in order of merit based on the marks obtained in GATE- 2022 examination. The minimum number of candidates called for Interview will be in the ratio of 1:4. In case of more than one candidate having same GATE score, then the candidate who has scored higher marks in the B Tech./BE will be called for interview.

b. Personal Interview: Only the Short Listed candidates will be called for Personal Interview at Hyderabad. The candidates will be allowed to take part in the Personal Interview process only after successful completion of the Document Verification process. The date, time and venue of interview will be intimated by mail / SMS. The same will be hosted on our website. c. Final merit list of candidates shall be prepared based on GATE-2022 score and marks obtained by the candidates in the Personal Interview. The weightage of GATE Score2022 & Interview is 50:50 respectively and 60% in overall for selection of candidates.

d. Equal Nos of candidates shall be kept in panel which shall be valid for a period of 3 months from the date of its approval.

e. Clarification on recruitment process if any may be sought at hrrect@ecil.co.in. No other form of communication shall be entertained. However, pendency of any query shall not result in extension of scheduled dates of the recruitment process in any circumstances.

f.  ECIL is a Schedule ‘A’ CPSE under the Department of Atomic Energy setup with a view to generate a

strong indigenous capability in the field of professional grade electronics. The initial accent was on

total self-reliance and ECIL was engaged in the Design, Development, Manufacture and Marketing of

several products with emphasis on three technology lines viz. Computers, Control Systems and

Communications. Over the years, ECIL has pioneered in development of various complex electronic

products while diversifying its products and services into Aerospace, Defence, Nuclear, Security and

IT & e-Governance verticals

To execute many of our prestigious indigenous projects & serve our pride clientele, we are looking

for dynamic and result-oriented ITI passed candidates on fixed tenure contract basis, for a period of

One Year (extendable up to Three years including the initial term, depending on project

requirements & satisfactory performance of the candidate) to work for various project requirements

across India:

WHAT ARE THE ESSENTIAL QUALIFICATION?

Candidate should have passed ITI (2 years) in the trades of Electronics Mechanic / Electrician / Fitter

(this includes NTC, Board Based Basic Training as well as advanced modules under Multi skilled

training pattern of Directorate General of Labour & Employment being implemented through ITI

upgraded as Centre of Excellence in required trades). In addition, one year Apprenticeship (NAC

issued by Ministry of Skill Development) is mandatory. One-year post qualification experience in

manufacturing, production, quality, material management in an industrial establishment will be

added advantage. The selected candidates can be posted at any of ECIL Offices (All over India) & its

customers’ sites and should be ready to work in round ‘O’ clock shift operations as and when

required. 

WHAT ARE THE RESERVATIONS AND RELAXATIONS?

Reservations & Relaxations for SC/ST/OBC/PwD/EWS will be as per Govt. directives.

a) Process of short listing: Candidates shall be shortlisted trade wise, category wise in the order of

merit based on the marks obtained in ITI in the ratio of 1:4. In case of a tie, the candidates with

higher marks in Class X standard shall be considered. In case of a further tie, the candidate with

earlier date of Birth shall be considered.

b) Documents verification: Upon short listing, the candidates will be called for the Document

verification at Hyderabad through email.

c) Dates for various stages of selection will be hosted on our web site and separate intimation will

be given to the shortlisted candidates through email. There will be no separate communication

to any candidate on their non-selection at any stage.

d) Upon short listing and successful document verification, Offer Letters will be issued to the

candidates who are found eligible in the order of merit. However, issuance of Offer Letters shall

be in a phased manner as per the requirement.

HOW TO APPLY?

(14.00 hrs.) to 11/04/2022 (14.00 hrs.).

b) Candidate should furnish actual information/data while filling on-line application form and must

produce the supporting document during verification. If the candidate fails to do so, the

candidature shall be rejected at any stage of recruitment process.

c) After applying on-line & successful registration, the candidate is required to take the print of

registered on-line application form and retain for future reference without fail. The candidate

can take re-print of his/her registered on-line application form before the last date for on-line

registration.

2. CONSOLIDATED CONTRACT PAY*

A consolidated remuneration of Rs. 25,000/- will be paid for the candidates for 1st year, Rs. 28,000/- for 2nd year and 31,000/- for 3rd to 5th year of contract respectively.

3. CONTRACT PERIOD:

The tenure of the contract for above positions would be for a period of one (1) year extendable upto five (5) years depending upon the project requirements and performance of the candidate

4. ESSENTIAL QUALIFICATION:

A First Class Engineering Degree in Electronics & Communication Engineering / Electrical Electronics Engineering / Electronics & Instrumentation Engineering / Computer Science

Engineering/ Information Technology with minimum 60% marks in aggregate from any recognized Institution / University.

5.EXPERIENCE:

Candidates must have minimum one year Post Qualification experience out of which 6 months should be industrial experience. Experience in sealing, distribution, polling, commissioning, repair and maintenance of EVMs, VVPATs including FLC or having Industrial exposure in Production, Repair/Maintenance of Electronic equipment will be preferred. 1 year of apprenticeship training shall also be considered as experience.

6. WHAT IS THE METHOD OF SELECTION?

Based on the aggregate percentage obtained in BE/ B Tech and work experience, the merit list will beprepared, , as indicated below:- 

1)  80% of Marks will be allotted for aggregate marks scored in BE/ B Tech. obtained in Essential educational qualification

2) 20% Marks will be allocated for work experience(5 Marks for min. stipulated work experience and additional 2.50 marks for every additional 06 months of experience up to a max of 20 marks)

In case of any tie in the above, class 12th followed by 10th and DOB shall be considered for arriving at the final merit

For the Document Verification shortlisted candidates will be called  at New Delhi zonal Office.

7. WHAT ARE THE RESERVATIONS AND RELAXATIONS?

Reservations & Age relaxations will be as per Govt., directives for SC/ST/OBC/EWS/PWD. Class: The minimum marks in the qualifying examination shall be 50% for SC/ST Candidates .

Age: Upper Age limit as on 30.11.2021 should not be more than 30 years for General & EWS candidates. The upper age limit will be relaxed for SC, ST candidates by 5 years and for OBC

candidates by 3 years. For candidates belonging to PWD category having minimum 40% disability or more, will get 10 years’ relaxation in addition to the relaxation applicable to the categories mentioned above.

For candidates who had ordinarily been domiciled in the State of Jammu & Kashmir from 01.01.1980 to 31.12.1989, the upper age limit is further relaxed by 5 years.

I. QUALIFICATION & EXPERIENCE (exp. as on 31/08/2021): 

Technical Officer on Contract (Cat.1): A First class Engineering Degree in Electronics and Communication (Electronics & Electrical / Electronics & Instrumentation disciplines also considered, if possess relevant experience) with minimum 60% marks in aggregate from any  recognized Institution / University with one‐year  post  qualification  experience  in  the  field  of  Communication  Systems  like  VSAT,  Radio Frequency (RF), Basic concepts in Networking, Exposure on Operating Systems i.e. Linux, Linx etc. 

Technical Officer on Contract (Cat.2): A First‐class Engineering Degree (Full time) in Computer Science / Information  Technology  with  minimum  60%  marks  in  aggregate  from  any  recognized  Institution  / University with minimum one‐year post qualification experience in the field of JAVA SCRIPT, Node .JS, HTML, REACT JS and other web technologies. 

Technical  Officer  on  Contract  (Cat.3):  A  First‐class  Engineering  Degree  (Full  time)  in  Electronics  &  University with minimum  one‐year  post qualification experience  in  the  field of testing and  debugging  of embedded systems / Communication with minimum 60% marks in aggregate from any recognized Institution. 

Technical Officer on Contract (Cat.4): A First‐class Engineering Degree (Full time) in Computer Science  / University with minimum one‐year post qualification experience in the field of DBMS like My SQL, MS SQL and Operating systems viz. Linux/Cent / Information  Technology  with  minimum  60%  marks  in  aggregate  from  any  recognized  Institution.  

II. METHOD OF SELECTION: 

Candidates will be shortlisted in order of merit in the ratios of 1:5 based  on  the  marks  obtained  in  their  BE/B.Tech after successful on‐line registratin &  one  year  post  qualification  relevant experience. Such candidates will be called for Virtual Interview and recommendations will be made based  on  performance in  the interview &  relevant experience.  Recommended  candidates  will be considered for final selection subject to successful completion of document verification. By an email communication document verification date of interview & will be intimated to shortlisted candidates  and candidates are required to attend the Virtual Interview within short notice. 

III. RESERVATIONS AND RELAXATIONS:

As per Govt. directives Reservations &Relaxations for SC/ST/OBC/PwD will be held.  

Relaxation of Marks: 1st Class is relaxed to 2nd Class with 50% marks in aggregate for SC/ST candidates.
